Licensing boundaries

PHE remains infrastructure—not every service around it.

PHE provides educational and organizational caregiver-stability architecture. It does not provide medical treatment, psychotherapy, legal advice, financial advice, employment placement, wages, emergency response, or supervision of independently licensed professionals.

Partner control remains explicit

  • Clinical and legal content remains subject to qualified partner review
  • Employers retain their own hiring and workplace decisions
  • Licensed professionals operate under their own judgment and credentials
  • Privacy, consent, accessibility, security, and data requirements are confirmed before launch
  • No license guarantees participation, retention, savings, income, or health outcomes

Do organizations have to complete a pilot first?

No. The founding pilot is the recommended first engagement when an organization needs implementation evidence before licensing. Organizations with a clear population, scope, and internal readiness may proceed directly to a license after review.

Are the prices negotiable?

The published prices are starting investments. Final investment may change based on population size, locations, customization, integration, reporting, and implementation requirements. Any adjustment is documented in the written proposal rather than handled as informal discounting.

Can PHE be white-labeled?

Yes. White-label or deeply co-branded use begins at the Enterprise level and requires review of brand treatment, permitted use, technical requirements, content governance, reporting, and renewal terms.

Does an annual license transfer ownership of PHE?

No. A license grants defined rights to use the agreed materials and framework during the license term. Ownership, trademarks, and uses not expressly granted remain with PHE and its owner.

Can a platform integrate only part of PHE?

Potentially. A content, onboarding, co-deployment, or selected-pathway scope may be considered within an Enterprise agreement when it protects the system’s integrity and maintains clear boundaries.

Can licensed clinicians participate?

Yes. Licensed professionals may operate as independent referral or co-delivery partners under separate agreements that preserve their professional judgment, licensing, documentation, and clinical responsibilities.
